Although they continue their behavior for several hours, no one reports them to the authorities or even complains. <P>The Mystery: WHY are these people moving through the streets AND WHAT threat do they make? <P>The Clues: <P>1) Many of the people are frightening to look at. <P>2) The residents knew this would happen ahead of time. <P>3) The people are not doing anything illegal. <P>4) The handouts are edible. <P>5) This is an annual event that takes place every fall.</P>
